The judgment of the Supreme Court of India records the following account. Undertrial prisoner Ravikant Patil, arrested in Karnataka in a murder investigation, was handcuffed with both arms tied by rope and paraded through the main squares of Sholapur on 17.8.1989, after a local paper announced the parade. The Bombay High Court held Inspector had subjected the undertrial to unwarranted humiliation and indignity violating Article 21, awarded Rs 10,000 compensation against the officer personally, and directed an adverse service-record entry. The Supreme Court agreed the Inspector's explanation was wholly unacceptable and sustained the compensation, but held the officer acted in official capacity so the State of Maharashtra must pay, as in Rudul Sah. It left open a departmental inquiry into further action against the officer after hearing him.

> The High Court elaborately dealt with this aspect and held that the explanation given by the Inspector of Police is wholly unacceptable.

**verdict note:** Primary source verified: Supreme Court upheld the Bombay High Court's finding that Inspector violated undertrial Ravikant Patil's Article 21 rights by handcuffing him, tying his arms with rope and parading him through Sholapur city on 17.8.1989, sustaining Rs 10,000 compensation but shifting liability from the officer personally to the State of Maharashtra, and modifying the adverse service-entry direction to require hearing the officer first. Accused is police; outcome adverse_finding_compensation confirmed. Subcategory kept as 'other' (degrading handcuff/parade, not custodial torture).
