On PUCL's Article 32 petition, the Supreme Court accepted a District Judge inquiry finding that Imphal police caught villagers of Lunthilian on the night of 3 April 1991, trucked them away and shot dead a Lunthilian/Nungthulien village man and a Lunthilian/Nungthulien village man in custody on 4 April 1991, holding there was no encounter. The Court noted three other villagers were kept in custody for months until 22 July 1991. It awarded Rs 1,00,000 to each bereaved family payable by the Manipur government through the District Magistrate within two months, plus Rs 10,000 costs to PUCL.
