The judgment of the Supreme Court of India records the following account. Head Constable of Shamshabad Police Station was on bandobast duty at the Oracle office in Hi-Tech City, Hyderabad, during the March 2000 US Presidential visit when he was alleged to have removed a CCTV lens from the office ceiling. The Court recorded that electrician G. Sridhar saw the removal on the monitor, confronted him, and the lens was recovered, leading to a DSP-led disciplinary inquiry and dismissal in September 2000, confirmed on departmental appeal and by the A.P. Administrative Tribunal. The Andhra Pradesh High Court had quashed the dismissal and ordered reinstatement with full back wages. The Supreme Court held the High Court exceeded Article 226 review by re-appreciating inquiry evidence like an appellate authority, allowed the State appeal, and restored the dismissal without back wages.

> We entirely agree with the inquiry officer that the charges are serious in nature, being committed by a member of Disciplinary Force, who deserved stringent punishment. To instill the confidence of the public in the Establishment, the only appropriate punishment in such cases is dismissal from service, which has been correctly awarded.
