The Court raised the presumption that she had been liquidated in custody and described the violation of Article 21 as patent, incontrovertible and conscience-shocking. It further directed the Director General of Police to register a case within a week and entrust the investigation to the CBI. Matters not addressed in the cited judgment text are not recorded here.
