The Gujarat High Court held it established that a Vadodara man, 42, died following illegal detention and ill-treatment at Makarpura police station, Vadodara. The Court found he was picked up on 16 September 1994 without any complaint against him, detained under Section 151 CrPC in a small room with many others, beaten, and denied medicines, water and medical aid despite his known heart ailment, dying on 17 September 1994. It noted a Section 176 magisterial inquiry substantiating beating and negligence was buried while a departmental inquiry exonerated all.
