The Delhi High Court dismissed the writ petition of Delhi Police constable Parveen Kumar and upheld his dismissal from service under Article 311(2)(b) for grave criminal misconduct, including complicity with gangster Vikrant @ Vicky in dacoity and robbery and involvement in numerous robbery, dacoity, murder and attempt-to-murder cases across Delhi, Haryana and Uttar Pradesh. The Court held the decision to dispense with the departmental enquiry was based on material record and not conjecture, since as a desperate and dangerous person with criminal associates, witnesses would not muster courage to depose against him for fear of reprisal.
