The SHO, an SI, a head constable and four constables were suspended with a criminal case and Crime Branch probe, and a doctors' panel twice confirmed custodial death. Treating the claim as violation of Article 21 rather than ex gratia, the Court enhanced the Single Judge's Rs 3 lakh award. Matters not addressed in the cited judgment text are not recorded here.
