The Uttarakhand High Court dismissed Constable Het Ram Puri's writ petition, upholding his dismissal on 7 December 2000 and the appellate order of June 2002. The Court recorded that after transfer from Moradabad to Champawat in June 1999 with directions to join by 15 July 1999, he never joined and did not participate in the disciplinary proceedings despite notices affixed at his Bareilly home. It rejected his tuberculosis plea for want of a medical certificate or hospital admission, and his argument that leave-without-pay condoned the absence.
