The judgment of the Delhi High Court records the following account. Sewage labourer a Patel Nagar man was arrested by Delhi Police on 9 June 2007 under Sections 107/151 CrPC, sent to Tihar Jail on 10 June 2007, and died there on 12 June 2007 with multiple ante-mortem injuries; a medical review board confirmed homicidal death. The Court rejected explanations of self-inflicted injury, held Delhi Police had violated the D.K. Basu guidelines in the arrest and remand, and found a clear Article 21 violation. It directed the GNCTD to pay Rs.6,54,584 compensation plus Rs.15,000 costs, with minors' shares kept in fixed deposits. Tihar custodial officials were not individually named in the order.
