The judgment of the Karnataka High Court records the following account. While posted at Belgaum Market Police Station, constables and \[name withheld\] stole KSRTC bus warrants from the station, forged the officer's signature on them, and encashed them in collusion with a bus conductor, misappropriating Rs.25,670. A departmental inquiry examining 22 witnesses held the charges proved, and both constables were removed from service, which the KAT confirmed. The Karnataka High Court (Dharwad Bench) held no joint inquiry with the censured supervising inspectors was required since the charges differed, found the penalty proportionate, and dismissed both writ petitions.
