The Manipur High Court Division Bench (Justices N. Kotiswar Singh and Laxmi Kanta Mohapatra) held Manipur Police Commandos and 23 Assam Rifles personnel responsible for the 28 December 2008 killing of 23-year-old a Leimakhong Mapal man at Huimei Ching foothill, Imphal East.
