Constable, appointed in Dumka in October 2004 and sent for training to CISF Regional Training Centre, Arkonam, absented himself from 18.02.2005, was suspended, and was dismissed on 16.12.2005 after a departmental proceeding found the absconding charge established; his appeal was rejected on 15.03.2011. His defences of his wife's illness and his own treatment did not avail. The Court found he never participated in the enquiry despite repeated notices, the 2011 appellate rejection was merited, and the writ suffered unexplained seven-year delay. Finding no ground for interference, the Court dismissed the writ petition. Matters not addressed in the cited judgment text are not recorded here.

> The chronology of facts show that the petitioner was dismissed after a disciplinary proceeding on the charges that he had escaped from CISF, Regional Training Centre, Arkonam, Tamilnadu from 18th February 2005 where he was sent on 26th January 2005 only after two months after his appointment on 3rd October 2004. Though petitioner claims to have submitted his joining on 25th September 2005 at Dumka but he never participated in the departmental proceeding despite notices sent to him also at his residential address.
