What happened
The High Court recorded that the stock held by the petitioner was 5180.80 quintals of rice, with 3650.80 quintals in excess of the permissible limit of 1500 quintals, and that the limit of maintaining stock of rice is 1,500 quintals.
The authorities directed seizure of the excess stock, later fixed after excluding broken rice at seizure of 1406.80 quintals of rice, and called upon the petitioner to pay Rs 26.50 lakhs towards the cost of that quantity.
The Court recorded a deposit of Rs 10 lakhs by demand draft dated 23.07.2015 and directed that the said amount with interest if any be transferred to the State.
The Court concluded that it found no reason to interfere with the orders impugned and accordingly the petition is rejected, leaving the seizure and monetary demand in place.

A peaceful economic act
Holding extra private rice stock above a licensing ceiling involved no PDS diversion, adulteration or cheating on the lines shown; punishing storage and pricing quantities restricts freedom to charge and store what one likes.
What we could not confirm
Full text on whether the licence had lapsed versus pure ceiling breach was truncated; no PDS-diversion, adulteration or cheating language appeared in the lines shown.
