What happened

SPV and ownership: PSCL describes itself as a Companies Act, 2013 SPV that plans and implements Patna Smart City projects. Its official site names the Government of Bihar's Urban Development & Housing Department and Patna Municipal Corporation as promoters with 50:50 equity.

Selection and audit: The CAG report identifies Patna among four Bihar smart cities and says Patna was nominated for the Mission in June 2017. It reports that 29 of 44 approved Patna projects could not be started by October 2022, citing projects already being executed by other agencies, unavailable land, rooftop farming being unnecessary, and likely crowding in already crowded areas.

Mission and current activity: PIB says the Mission period was extended up to 31 March 2025 to complete remaining projects. PSCL's official tender page listed open tenders with September and October 2026 deadlines.

What we could not confirm

The opened official sources confirm the 50:50 promoter split and show PSCL tenders after the Mission period ended. They do not provide the company's paid-up share capital amount, standalone current financial statements, or employee count.
