What happened

SSCL's official website identifies it as a state government company and Smart Cities Mission special-purpose vehicle incorporated under the Companies Act, 2013; its office is at Kasumpti, Shimla. The site does not give an incorporation date, but records that Shimla was selected under the Smart Cities Mission in the third round on 28 June 2017 and that funds began flowing for development on 1 January 2018.

CAG reported a 50:50 stake-holding arrangement between the state government and the urban local body. CAG also found that Municipal Corporation Shimla supplied two of SSCL's twelve board members at the time of that audit.

SSCL's official website says the Chief Minister inaugurated its Auckland Tunnel parking facility on 23 June 2026. The company reports a cost of Rs 6.49 crore and capacity for approximately 145 vehicles.

The CAG's State Finances report for 2022-23 lists SSCL's FY2019-20 accounts with Rs 0.007 crore paid-up capital, Rs 105 crore of assets, zero turnover and manpower of 19.

What we could not confirm

No newer audited revenue, profit or employee figure was found in the opened official sources. The financial and manpower figures therefore remain those attached to FY2019-20 accounts, finalised in 2022-23.
