How we verify →

DSCL is the Companies Act special-purpose vehicle created under Uttarakhand's Urban Development Department to implement the Smart Cities Mission in Dehradun; Dehradun Nagar Nigam is a substantial shareholder and board participant. The CAG's November 2025 performance audit found, among other matters, that a Rs 4.55 crore solid-waste monitoring module remained unused through February 2025.

What happened

CAG Report No. 5 of 2025 says Dehradun was Uttarakhand's only selected Smart City and that DSCL was established under the Urban Development Department on 15 September 2017. The SPV board includes government and urban-local-body representation.

The Uttarakhand Municipal Accounting Manual records that Dehradun Nagar Nigam held 49,997 of DSCL's 100,000 issued equity shares as of 31 March 2019 and that the Municipal Commissioner was a director.

CAG reported that Rs 737.50 crore had been released to DSCL through March 2023 and that it had spent Rs 634.11 crore. CAG's SPSE appendix separately reports FY2021-22 turnover and net result as nil, paid-up capital of Rs 0.40 crore and net worth of Rs 0.40 crore.

The November 2025 performance audit found that a biometric and sensor-based solid-waste module costing Rs 4.55 crore, operationally available since March 2022, remained unused through February 2025. The report was countersigned by the Comptroller and Auditor General on 12 November 2025.

What we could not confirm

A current DSCL annual report, shareholder register and employee count were not available from the opened official pages. The latest company-level financial figures available in the CAG SPSE appendix were FY2021-22; mission receipts and expenditure are not equivalent to operating revenue. The local body's 49.997% holding is documented as of 31 March 2019 and should not be treated as a current percentage without an updated filing.
