No complaining victim
The state penalised shop operators for stocking or using ordinary single-use plastic goods. The official report identifies no complainant, violence, fraud, coercion or directly injured person.
What we could not confirm
The DIPR report does not identify the underlying notification or statutory provision, number of shops, quantity seized or fine amounts. Searches for 2025-2026 found later single-use-plastic notifications and threatened penalties, but no later official report confirming that a person was actually penalised. Searches also covered begging, attempted suicide, obscenity and public drinking without locating a qualifying recent Nagaland case.
