Order issued
ConcludedThe Delhi High Court recorded adverse findings against police personnel and ordered Rs 200,000.
The Delhi High Court awarded Rs 2 lakh for the custodial killing of 21-year-old a Pandav Nagar man at PS Patel Nagar. Picked up on 29 November 1993 for interrogation, he was beaten to death within about 90 minutes; constables dumped his body at DDU Hospital claiming he was found near a railway track, and the first post-mortem opined poisoning. An NHRC-appointed Additional Sessions Judge's enquiry demolished the cover stories through independent witnesses and held one ASI and three constables responsible, a finding the Court adopted. The Court held it undoubtedly a custodial death by third-degree torture and ordered compensation over and above the NHRC's Rs 50,000 interim award.
