In re: Suo Motu Action by the High Court (Senari police excesses)

The Patna High Court took suo-motu notice of a Dainik Jagran report that a police party searching for Mianpur-carnage accused had beaten villagers at Senari, Jehanabad, on 28 July 2000. On the District Judge's two inquiry reports, State doctors' injury reports and sealed photographs, the court held it established that police had indiscriminately beaten women with rifles, batons and lathis, rejecting the self-defence claim as a clear human-rights violation. It ordered Rs 10,000 each to the 11 victims with grievous hurt and Rs 5,000 each to the 31 with simple injuries (Rs 2,65,000 total), payable via the District Magistrate after verification by a DM-District Judge board. The court sent the entire record to the Human Rights Commission. Matters not addressed in the cited judgment text are not recorded here.
