Alipur Man vs State of National Capital Territory of Delhi

A Division Bench of the Delhi High Court enhanced compensation to Rs 5 lakh with 9% interest for the custodial torture-murder of HSEB lineman an Alipur man (47) at PS Alipur. Picked up at dawn on Independence Day 1999 while carrying cash withdrawn for his cancer-dead sister's family, he was beaten through the day with third-degree methods and declared brought dead that evening with bruises over two-thirds of his body. The SHO, an SI, a head constable and four constables were suspended with a criminal case and Crime Branch probe, and a doctors' panel twice confirmed custodial death. Treating the claim as violation of Article 21 rather than ex gratia, the Court enhanced the Single Judge's Rs 3 lakh award. Matters not addressed in the cited judgment text are not recorded here.
