Order issued
ConcludedThe Delhi High Court recorded adverse findings against police personnel and ordered Rs 3,000,000.
The Delhi High Court awarded Rs 15,00,000 each to the families of a New Delhi man and a New Delhi man, the two businessmen killed in the Connaught Place fake encounter of 31 March 1997, holding the State's liability to compensate for the callous and wanton killing undoubted. With ten Crime Branch policemen led by ACP Satyavir Singh Rathi already convicted of murder at trial, the Court computed pecuniary dependency with CPI-indexed non-pecuniary compensation, interest and costs. It held that criminal trial, disciplinary action and constitutional-court reparation are three independent facets of accountability, and expressed surprise that Delhi Police rules let convicted murderers remain in service pending appeal.
